Untapped surplus club land in NSW could generate tens of thousands of dwellings, given the right support

This report identifies NSW’s registered clubs as a significant, untapped source of housing supply, estimating that surplus club land could deliver approximately 14,000 new homes under current planning settings, increasing to around 38,000 homes with targeted policy reforms. It argues that planning barriers, particularly RE2 zoning restrictions, are preventing clubs from contributing more significantly to housing supply, and recommends a streamlined planning pathway, a government-funded advisory service, and proportionate relief from development contributions to unlock housing while allowing clubs to retain their community facilities and core operations.
